At the voltage of a lightning strike, (about a megavolt!) almost everything is a conductor, even the air. And the wetter you are, the lower is your impedance, so the greater the current would flow. That's why, however much one loves getting wet in the rain, for example, nobody would swim in an outdoor pool or the sea in a thunderstorm. SW, FW, and BH :)
